UNIT .- Each country can only be one Red Cross Society or the Red Crescent, which should be accessible to all and carry on its humanitarian work throughout its territory .

IV. Does the Red Cross is an NGO ?
No, the Red Cross is an international movement, although part of its action may be considered as those undertaken by NGOs 's, especially ONGH (non-governmental humanitarian agency) and for that reason can participate as one of them, the complete action of the movement is of particular characteristics, it is governed by principles and humanitarian ideals, signing international agreements with states, is the guardian of international humanitarian law, is auxiliary to the public but is itself self etc. The NGOs enjoy greater independence in their awareness on humanitarian issues, while the Red Cross to be based on its fundamental principles.
